If your number isn't available, you can still register and then wait another two months to change your number. 90 days before the event all saved numbers from prior years are disabled, so you'll be able to grab anything that hasn't been registered yet.
I paid $20 for the "we'll ship decals to you" option, but if I recall correctly, numbers are up to us this year? Does that mean to expect just the sponsor decals to come in the mail?

When registering my car do I also need to pay for Driver Wristband or is that just for additional drivers?

Yes, you need a driver wristband and a vehicle registration.
