I am really thinking about buying a 3 d printer just to make molds for some blown out bushing in some control arms. The question is how to apply it to the budget. Specifically would the mold material be included or just the actual poly urethane?

Just the actual poly urethane. Addressed in the rules here:
Processes that involve waste, molds, etc. are budgeted at only the cost of the raw materials that are on the car at the competition. This means fiberglass molds, forging dies, masking tape for paint, etc. can all be excluded from the budget if they are not on the car at competition.
