Set of Inifiti G35 17x7 wheels that came with my donor car. I am racing on a different set, but want to keep these just in case for street use and dolly towing, so I can't just sell them for normal recoup. Just the wheels, not the tires. Pull-a-part charges $20 +$15 core per alloy. They're all over craigslist for $200ish per set, but mine are pretty crusty.
I was thinking $70 for the set of 4?

If purchase price of donor car is included in budget, then those wheels are free-fiddy.
You might have misunderstood. I'm using different wheels for the Challenge, so I'd like to recoup these by selling them to myself at FMV. I would normally just sell things for legit recoup, but I'd like to keep this "street set" for other uses.

Looks like you’ve already documented it well. No disagreement here.
My local metal recycler gives $9 per alloy wheel (they subtract 2-3 if you leave the tire on). So $36 is absolute rock bottom. With tires that hold air I agree with $70. At least.
