I think the problem with a Challenge XKE would be that unless you had purchase or trade evidence of all the actual jaguar parts equaling $2000 or less, the (true) combined FMV on pretty much all of it would far exceed that.
Now something like a fiberglass XKE body made from scratch mounted over something like a wrecked BMW Z3 (same wheelbase) would be a lot more realistic

It has no front clip. Had a minor fire on the driver's interior area but does start and idle.
It is my intention to sell down what I'm not using for the purchase price and apply the engine, suspension, a Holley Terminator, a 3.9 manual trans and possibly a button clutch or similar, as well as a Lincoln LS Sport 3.54 locker gear under a $150 XR4Ti.
