I found a used SFI Ram flywheel. That doesn't come out my budget correct? Also I found a harmonic balancer that is SFI but it does not have a sticker. As long as I document the hell of can I still use and keep it off my budget?

The way I understand it, its more like you can upgrade to SFI parts (if they are on the list) with no budget hit.
If you don't already have a flywheel, you have to have the price of a flywheel on the budget list before you can upgrade to the SFI part.
Ok I have to do my clutch. I was going to get a new flywheel. It's 71.99 on the autozone website right now. Obviously I would print the web page showing the current price. Go buy SFI flywheel for $145 and again save craigslist add and get a bill of sale.
So 145-71.99=73.01
73.01 is what would come out my budget correct?

No, you budget at what the "I need this part" price is at that time. Upgrading to sfi is "free".
If you can junkyard one for less then I'd do that. Or use https://www.car-part.com/ to find a yard that has a cheap one.
