Those have a lot of model specific parts, but I'd buy that car at that price.
I wonder if its a V6 or turbo four.
My guess is that at that price it has some issues. That's only an hour down the road and its unicorn car.
It's a v6. . . They were v6 only in 87 and 88 with turbo 4 89+. Nearly everything on the car is close to unicorn status with the exception of the engine and trans + a few interior switches. The missing front air dam runs from $100 (broken and incomplete) to $1000 on ebay. Looks like they installed a 740 air dam.
87 also had the stick axle plus rear sway bar. IRS in 88 with no bar and rear sway bar 91. All have nivomats in the rear.
This car haunts me so bad being a few minutes away . . . I could resurrect my rusted 88 very quickly.
I was looking for one of those recently and found this one.

Its a 90 780.
They pop up from time to time.
They are pretty "cheap" for being a low production GT mobile (9215 made from 87-91).
They do then to rust in very strange places . . . If the CTS-V didn't need tires, this would've been in my driveway.

And since a CTS-V will almost always need tires, you should be safe.
The V6 isn't bad . . . But is finicky and slow (145 hp and 173tq).
Any SBC/LSx/SBF + auto would make this an awesome cruiser on the cheap.
