Wow, if it's not worth $400ish even without an engine, it must be pretty nasty in person... I was thinking swap candidate.
Maybe the "not" in front of the "bad" where they're describing the rust is a typo...
So a tetanus shot, a welder, some actual steel and a Subaru drivetrain and you're several years from a pile of random bits covered in dust in your garage?

About 30 years ago, I bought a '74 914 1.8 liter for about $2500. I paid too much, as I didn't know all that much about the rusting/cracking frame rail...curse(?). Over 6 months, that car changed hands 3 or 4 times among co-workers who wanted the "entry level Porsche" experience. Luckily, I am told, the last person to get the car (a somewhat shady used car dealership) was the owner when the frame finally broke.
Any Porsche, but especially a 914, advertised for $400 is not going to resemble a car...but is more like a potential cube of scrap waiting to be crushed. RUN AWAY.
