Unless its a built engine with adjustable timing pulleys in a race car, I take a lack of a timing cover as a sign to run like hell. If he couldn't be bothered to bolt it back on, who knows what else is halfassed and hacked together.

Actually, most of the plastic covers broke when doing the timing belt. They never get replaced.
