has good title but person passed away 4 years ago? sign it and hand it to the title office and get your new one. around here they don't check to see if dead person is alive, and they could have signed it 4 years ago. hell put the sale date 5 years ago and pay the late fee.
Yeah for $1600 if a vin check didn't come back as stolen I'd buy it and worry about the title later. 
Looks like a bargain!
