The RHD Miata is price slashed likely because in an "inspection state" you can not do much with it other than make a track car out of it. If you are looking for a track car you can do much better with just a regular USDM car.
Pa. is an inspection state, but if you know the "right" person, it can get a stiicker. But once you get that sticker...don't plan on driving past ANY policemen. Were I used to live in Pa. lots of folks "inspected" cars that they never even saw....but the "flipside" is, that if you drive where the police are super observant, they will not hesitate to ticket you.

I don't see what inspection has to do with anything. PA will inspect a RHD car. The RHD miata hasnt sold because its a stripper base model with steel wheels, ugly hubcaps, abused and ratty but listed at a premium price just because its RHD.
Think of all the RHD vehicles in the postal service. Most are owned by the mail carriers themselves, at least in rural areas. I don't think inspections cover which side the steering wheel is on, at least they don't down here in Texas.
