In Ohio, if your car is over 25 years old, you can get antique tags that get you some sort of special registration discount, and some other allowances that Im currently not aware of.

In Virginia, you can run antique tags if it's over 25 years old. You don't have to get an inspection if you have antique tags.

Antique? yes. Classic? maybe not.

I think the proper term is "collectible".

Reminds me of when I was a kid. Neighborhood old guy would cruise around in a station wagon selling snow cones for a quarter out of the back of a station wagon like that one. As he drove, he rang a bell out the window of the car.
