No. On the East Coast they're generally $800-1100.
I'm trolling searchtempest.com daily for one within 150 miles of DC for 8 bills or less.
It makes you wonder when one of the aftermarket vendors will start replicating them. Seems like a potential market for someone with the resources to have a bunch made for $100 each in China...
My estimation was always that the reason they command such a premium is that they are pretty much a requirment to do any sort of track time in one (Spec. Miata, mainly).

There are a few different companies that make aftermarket ones. From what I've seen, and I haven't seen a lot of the aftermarket ones in person, the fit and finish is horrible compared to the factory ones. Also, as Clem mentioned, the factory hardtop is required for SM and to run a Miata in SCCA Rallycross, you can't use the aftermarket ones.
