How does a machine shop lose a block?

A friend took his '68 Shelby GT 350 Hertz 302 block (not too special of an engine, just original to the car) to a machine shop, they went bankrupt and the place was looted.

Probably threw it away as scrap and forgot to tell the owner it was toast?

And FWIW, that right there screams lemons. If it were closer, I'd offer a spare '92 sho drivetrain I have laying around for lemons budget money. Mid engine all the festiva's!!!!!!
