This is a Canadian Gov't auction website and these keep popping up. You have to register to bid. I think the Brits train at CFB Suffield and they must be bringing these over:

I don't know about your state, but a proper bill-of-sale from the auction, especially a government auction, should be enough to get you a title. Probably with some extra hoops to jump through, but still doable.
I want one of these very badly. Guess I have title research to do.

I think getting it across the border in one piece would be the main issue without a title.
Anyone know if you can bring an RX8 into the US from Canada? Like does it have an EPA certificate for the US. See Link for details:

The Land Rover's have never been registered.
Federal Gov't vehicles that do not operate on Provincial Roads in Canada are routinely not registered. They only drive around on a Canadian Forces Base which is Federal Land.
Canadian vehicles do not have titles - at least that is not what we call them. In Ontario we call them Ownerships and officially the MTO calls them Vehicle Permits.

Keep in mind these "auctions" specify a minimum bid and they are not eBay style. You submit a bid and the highest bid, above the minimum, takes the item.
