Well, he may just want to move it, and let's face it, the market for such a car is a bit limited.
I would assume that's a legitimate price. How he got the car would be of interest, but there's no way it was registered here, so no title I'll bet.

The random vw's of China never cease to amaze me. I remember being blown away by the sheer volume of VW's on the road in China my first time there. Can you imagine the VWVortex glory one could achieve with such a beast?

Later, after some legal proceedings they actually purchased the designs from VW. Common practice in China.
