Project car has a 22 gallon fuel cell...and to make that worse somehow, the fuel pump has trouble picking up in mid corner when the tank isn't 3/4 full.
So we are looking for a smallish fuel cell at a smallish price. Anyone? I would think we would be fine with anything larger than 4 or 5 gallons.

Is your 22g FIA cert and if so, would you like to sell it for pennies on the dollar?
Unless I'm mistaken the project he is talking about has the stock 22 gallon gas tank and not a fuel cell.
