Check with Mazda. If they're still available, it's under warranty. Mazda had a lifetime warranty on seatbelts those years IIRC. (Once upon a time I was a Mazda service advisor)

Yes, lifetime warranty.
Your other option may be to check Canadian sources. I know at least the 89-91 RX-7s didn't have the stupid mouse belts in Canada, so you may be able to get a regular 3 point belt retrofit.
