Sounds wrong to me. It should have a title already. not need vin from another car.

Actually Dan, I wouldn't mind a bit of help. I have this baggie of oregano my mom asked me to get for her, but I don't want to lose it. Would you mind holding it until 6th period?

I know that, and I have no issue with using a donor car for only the parts and title. The only thing I have a problem with is you posting that you'd like help committing a felony on our forum.

You need to buy a $100 golf, then swap over all of it's parts onto the kit car, replacing the parts on the kit car you don't have a title for. (Wink wink) Then, because the kit car is will now be based on the car you have the title for, (wink wink) you will be able to legally register it. That way, you won't have to simply transfer the vin plate (wink wink) because that would be illegal.

can someone remind me the name of the canoe kit? I saw it earlier, but have forgotten what it was, and I just have to go find more out about this monstrosity.

If the car has a VIN already but no title, find someone that is a mechanic to place a mechanics lean on the car. Then they can apply for a title and you will legitimatly have a title for the car with no illegal vin swaping schenanegans.

Depending on the state there are multiple more legal routes. I'd start by looking for a rolling chassis or even applying for an abandoned vehicle title, in VA I believe they've actually streamlined the process a little bit.
