I think that may be his problem. He may have learned how easily 80s Hondas turn to dust and don't want this one to get any worse.
I have some cute little 13" Si alloys with good tires* that would go well with that car. Buy this, pay for shipping and I'll donate them.

I'm pretty sure if you pull those plastic trim panels off, there won't be any car underneath.
He does say "Would be a good candidate for a complete body restoration as it has some rust." So there's that.
But the fact that the fenders even still exist is pretty good for an 80s Japanese car in the midwest.

I'm not trying to be pessimistic, I just know these cars. There is a LOT of low grade plastic on a CRX (well known for cracking). Lower fenders, bottom half of door, skirts, rockers, bumper wraps. It is very good at hiding rust, but also good at trapping salt and crud behind the panels to rust what's underneath. The 30 year old plastic panels are extremely difficult to remove and replace without damaging, and they are hard to get.
It is beyond my comprehension that a CRX that has lived 30 years in Detroit isn't rusty, but I would be thrilled to be proven wrong.
It is very likely that the rust he sees is above the plastic panels, and evidence of something more sinister lurking below.
But like I said, I LOVE being proven wrong. I think you should buy it and do so.
