1978 LTD wagon with a CB antennae, full width mud flap and a plastic Jesus. I called but they were closed. I will probably stop on my way to the airport tomorrow. Number's on the sign: 518.885.8886

My 77 with the tow package had a 400m, not sure how different the 78s were though.

Yeah, my best friend in high school had a 77 with the tow package, also a 400M. Rear disc brakes, though!
The 351 was the standard. The Country Squire got the 400 standard.
The full width mud flap and the CB make me think the PO was serious about towing. That means 429 or 460, I bet 460.

My guess is also 351M or 400.

Eh... in the low-to-mid teens, I'd bet. Guessing against my old '78 F150 4x4 with the same engine that would get 10 mpg. Not terrible for what it is.
I understand these engines were helped a lot with some basic mods to improve MPG a few points: headers and a Holly 650 4-barrel with vacuum secondaries to replace the restrictive exhaust and thirsty 500 cfm 2-barrel.
That thing looks awesome, and who cares about fuel economy when you have style?
