I think I'll offer the guy $500.  Sure, it was underwater, but I am going to strip it down for the challenge and toss all that wet interior anyway.  I mean, this car is known for robust electronics so I am sure they will be fine.  Wet VR4

Ouside will buff out nicely, inside looks like a petri dish :-)

Gut it, engine swap it, all the electronics can be tossed, for $500  sounds like a steal!

I owned one that wasn’t underwater and it caused me to go underwater.

I loved my '91 VR-4. It had 208k when I got it.  Replaced the oil cooler lines and ran it for 30k without a hiccup.  Maintenance was performed religiously.  They were neat Grand Touring cars!!!

Pull the interior out and steam wash or power wash it.

 

Wiring would be the big concern.  You would have to pull it out, apart and clean the contacts.

 

Think of the clutch and components in the bellhousing and how they are looking right about now.

 

Wheel bearings and brakes have dust seals, not water seals.
