I'm going to go with the fact that it's priced $2000 too high.
4 speed tranny tells me it's not a 2.2 (which wasn't good, either), and more likely the 1.7 shared with VW (which is worse than the 2.2).
The whitewall are likely old and therefore generally in need of replacement.
I'll bet it is near impossible to find 185/70/13. Tire rack shows one option at $50 each so figure another $350 delivered and mounted if you plan to drive th this.
A sense a bit of an Earl Schib paint job since I'm not sure if the rear bumper should be body colored and not chrome.

Things like 1.8T/2.0T will be easy-ish to swap in as the 1.7 was a VW motor out of the rabbit.

The Rampage only came with a 2.2, and the only manual transmission available in '82 was the a460 4 speed.
I think the "respray red" is covering a multitude of sins, in addition to covering the rear bumper and various interior pieces it has no right to be on. A peek underneath will likely have you running away screaming, even if a huge chunk of rust doesn't fall into your eye.

There was a 4-speed available for the 2.2 in the early years, the A-460, which grew another gear to become the A-465 and eventually became the A-525.
The 2.2 is a perfectly decent motor, provided you toss that warp-tastic Holley knock off of a Weber 2-bbl as far as you can and install at least the TBI solution from a later car or Megasquirt and a turbo intake to get proper port injection.
That said, the SRT-4/PT Cruiser Turbo drivetrain is a known swap and is a no-brained to do anymore.
I had an 84 Rampage and I loved it. Damned handy rig to have for running basic errands and light home improvement projects. With some parts bin improvements from a donor GLH I upgraded the brakes in the rear to 220mm drums and 5-lug hubs all around with Minivan 60mm front calipers. Damned thing would stop quite well.
The bed is rated to 1000lbs and they are essentially the same as the Dodge Omni/Plymouth Horizon/Dodge Charger from the doors forward.
The biggest issues you'll have are with the door sweeps falling apart and causing leaks, the seam dealer at the head of the bed and at the top of the firewall failing due to age, all of them will allow water into the cabin and allow rust to take hold and from there its new floors time.

As I said, the 2.2 was the only engine for the Rampage/Scamp, and the a460 was the only manual trans available in '82. I had a '82 that came with the aforementioned 2.2/a460 combo, and swapped the entire drivetrain and harness from an '88 TBI/5 speed Horizon into it. It was an excellent DD and parts chaser.

That's good to know - my knowledge comes from ownership of a Plymouth Horizon as a 16-year-old, and the struggles to find *anything that would make it actually make it get out of its own way. It was a 1986 2.2/3 speed AT car. I ended up blowing a head gasket and donating it to charity.
I then upgraded to my mom's 1983 Corolla with the carbed 4AG/5 speed combo. I still miss that car.

Weight loss, more compression with a thinner headgasket, advance the ignition, ditch the feedback carb for a proper Weber 32/36 and open the exhaust slightly. Should net you at least 125hp.
The automatic hurts, but with a full manual valve body and a limited slip it would work quite well at an autocross with proper suspension work and tires. Or you could swap in a 5-speed with some work.
The bolt pattern and offset match those of many cars of similar vintage, including VW's thanks to having a 4x100 bolt pattern.
Look at the GLH/GLH-turbo. Same chassis, just with a selection of factory bolt-on parts.
Had a friend who raced a 1.7L VW powered Horizon, would swap wins with my Uncle's 84 GLH, both DSP prepared.
