They originally had a plastic filler panel that all have but gone to dust. There are replacement ABS panels and I believe that ¯\_(ツ)_/¯ stated that he got those with the car.

The correct spray paint has been on order since we figured out what color the car is earlier in the thread, no idea when that will be here.
So what is the point of those pieces? Were they to fill in a gap after the bumpers had to be moved outwards due to crash standards or something? Looks like the entire bumper and light assemblies could simply be moved toward the front of the car and they'd sit flush against the bodywork without the fillers. Basically, the way the e30 guys with early cars "tuck" the bumpers back to where they would be in Euro-spec by collapsing the bumper pistons.
Is there another panel or something to fill the gap between the bumper and the car?

No idea- the bumper doesn't look like it can easily be moved in, though, it's super beefy and has jacking points in it. There is supposed to be a plastic filler panel in the middle too but it's hidden when the trunk is closed so I'm not too worried about that one.
Probably has to do with the 5mph bumper requirement of the past. Bumper gets hit, the bumper "shocks" compress, those filler panels break and the rest of the car isn't damaged. I think the 5mph bumper thing wasn't so much of a safety thing as much as it was a "no handing owners and insurance companies giant bills for little parking lot mishaps" thing. Look at sports car bumpers from the '60s -- they weren't going to do anything to help that kind of bump. Now you whole front end is mangled or broken.
Yeah GCrites80s got it. It was an early Cadillac way of integrating the 5mph bumpers into the body without looking ugly like all the low life cars.
Painted the tail light fillers:
They're not perfect by any means- was I supposed to use body filler to smooth out the plastic or something? Doesn't matter, they'll be better than the two giant gaps at the back of the car.
Left the tail fillers in the sun all afternoon to keep things flexible and installed them.
Perfect? No. Good enough for me? Absolutely!

Got a source for the last 3" of pinstripe it's now missing? That would really make it blend in.
Upon seeing these and the fact that they are somewhat opaque ... I had a brain fart...why not put some goofy lighting behind them and bring even more attention to yu and Ms S as y'all saunter across this great nation on the anniversary of your commitment to each other....tilldeathdoyou part....or err maybe NOT......wink
