Most likely I am wrong but have some faint memory of that. Probably best to ignore me.
On the intake side (left in the picture) there is an E at 4 o'clock and that should match an I on the exhaust side at around 8 o'clock. That's how I've mostly seen it done but I found a post by Keith staying the I on the intake and the E on exhaust should be at 12 o'clock. Both are true but harder to get a picture of the lower ones with the timing cover on.
Before you pull the head off, I would try to endure the cam timing os correct, or correct it and then recheck the compression. If the timing is off enough, that could reduce the compression.
Of course if you do pull the head off, you will see the actual condition of the engine, bit it might be fine, just maybe out of time.
Don't know about that crank pulley, but if it is also a vibration dampener, it could be damaged. If it is 2 pieces with a band of rubber, the outer piece could have shifted, I had that happen on a different car.
You for sure have a slipped harmonic balancer if verified TDC equals 5 Oclock for the pulley marking. I have seen this too many times on many brands.
lessons learned today

:disconnect fuel lines before taking injectors off
decided today was a good day to get started on taking the head off. i started taking the plastics off and discovered alot ( i mean alot alot) of oil in the intake piping
then i started taking the intake off and spent an hour getting the 2nd bottom bolt off using alot of bendy extensions i got it off. bad timing of my mom coming to check on me and still having the battery connected i found out i wasnt the first one to mess with the intake. i saw a very bright light and smoke to my left. after scrambling for the 10 mil and running to the trunk i disconnected the battery, turns out there were a couple of exposed wires that deciding arking was a good idea.
i then looked at the intake ports and saw this
pretty sure oils not supposed to be there
then i attempted to take the fuel rail off and accidentally pulled injector 1 off and fuel went everywhere (very glad i disconnected the battery), decided that was enough close calls and called it a day
still bamboozled on how oil got in the intake though. i first thought it was the rings but then howd it get in the intake if the timings good?
Are you positive timing is correct? Like, did you spin the engine while watching the valves and piston in one cylinder?
If the timing was badly off, and you put oil down the cylinders to do a compression test, then it could have pushed oil into the intake tract while cranking. That, combined with a dirty PCV system, could be your answer.

Where did that come from? Anyway Lil Stampie decided that he'd work on the Miata while I was at work. I'm 100% sure timing is correct as we did the whole #1 one up to TDC with an extension in the spark plug hole. We didn't put anywhere near that much oil/trans fluid down the cylinders. It was like one straw full in each cylinder. I decided that life lessons are good but I'll be putting a fire extinguisher near the Miata tomorrow.

Reading this again and thinking. Any way the timing gears could be 180 degrees out?
