As stated, is there a "best" ECU to run GM TBI with low boost (~8psi)? I have some experience with Microsquirt, and I could use that here. Not expensive, free tuning software, and I can control timing with it too (which is a must). Any better options? Open to feedback/ideas.

You can use the stock ecu and get it tuned. I swapped a TBI from a full size Chevy truck into my 78 Chevy Malibu road race car. They hooked me up with a tune that was awesome.
Edit... not sure you can use a stock pcm without a distributor. I'd talk to sinister and see what your options are. They are fantastic to work with!

gearhead-efi is a great resource for all the GM stuff, TBI and TPI and LT1 are well represented over there
