Looking for good entry level ideas for rally rims and A\T tires for my 2003 Ford Focus?

Like actual rally tires?  Or something you can daily drive on?

Wheels from a Saab 900 should fit (not sure about offset) and if you spraypaint them white they look like fancy rally wheels.  Wheels in the photo below are just spraypainted Saab 15s:

4X108 bolt pattern.

Some older Volvos and older BMWs had that pattern; I used some 14x6" BMW/BBS wheels on my Focus and I used some 15x6.5" Volvo/Borbet(?) wheels as well.

The Fiesta also uses that PCD.

I’m pretty sure the 4 x 108 pattern went up to the 2010 model year.  My daughter’s 08 had 16” steelies stock if that’s any help.

Sparco Terra's come in 15" and 16" sizes in the 4x108 bolt pattern AND 63.4mm hub bore. They are super heavy duty and actually quite affordable through Tire Rack.

4x108 pattern,  The early stock 15" split spoke alloy wheels are fairly strong, cheap and they fit the car.

For entry level, I'd honestly run the stock alloy rims, either flavor, and pick up some used rally tires from a stage guy, they dont make the old winterforces anymore, and the new pattern sucks. Also, make sure you have some spare axles, the cv joints on a focus like to come apart if you get fiesty with the 1-2 shift.

Winterforce is out of production but there's still some stragglers around at various retailers (tire rack actually still has one 15" size in stock). The WF2 isn't as good but is still about as good as any other snow tire on the market currently and is probably the better choice for cold/icy climates (the original wf tread pattern is good but the compound kinda sucks). I agree that the right answer is either snow tires or rally takeoffs and whatever non-steel wheels you can find in a reasonable size that fit. Probably stock wheels to start especially if they're 15s.

The current Ford Fiesta still runs 4x108 and, I think it offers steel 15"

Sparco Terras with Winterforces look great on rallycross Foci.  Thanks to Kevinatfms for the wheels.  This is my 07 ZX3 that I purchased for $250. I did the last WDCR rallycross last year and decided to go in all in.

That seems to be the going rate for them lol, I've paid about $300 each for the 3 that I have.

Funny thing is that the tires on my car are the ones I picked up from you a year ago for my other friend. I am not sure if you remember but I came to your house while you were building your Focus.
