I have my 91 fox body that i would like to rally cross. The car spent most of it's life in Vermont mud. It is obviously rusted, but not rusted through. I was going to start sanding and painting the underside, but came across rust encapsulators on the web. This is certainly something that if it works would be great.
I was going to try and make this a challenge car, but so far I'm going to be over budget on suspension. Regardless, I'd like to get started on rust removal and repair.

you can use this stuff.. but the rust is still there,, rusting away, now you just cant see it anylonger.. get that navel jelly, to eatch the rust off then paint it
Wire wheel the loose stuff off, and use the silver Por-15.
No recurrence in 5 years is my experience. You will need to paint over it. UV rays damage it. YRMV

Yup. I never understood the fascination with POR15 and the like. The only thing it does is convert the top layer to an inert substance. It doesn't do anything else to the rust, it's still there if you dont remove it.
A chemical surface prep might help. I used to use this stuff called Galvaprep to treat surfaces of anything that lived at my grandparents place on the water (brackish/salt water.) Left a coated, but unpainted Coleman lantern I had fished out of the river on the back porch till we sold the place. Not one spec of rust on there.
POR15 is also super hard to remove; it stains everything, creeps *up* and seems hard to store.
i just make sure i use the whole can.. after painted the floors of my alfa romeo spider, and the trunk floor, and the top frame, and my neighbors lawn furniture, underside of there lawn mower ( they cleaned it first ),my od craftsman toolbox,i still had some left over( 1 quart of the damned stuff ) one last coat of my alfa floors and boot floor.still had a little left...so i painter the bottom section of my fence untill i ran out...
I found Fertan Rust Remover advertised in GRM and used it twice with good results. I bought two quarts, they say to mix 9 parts water to 1 part Fertan, 50/50 is better. My projects were the underside of the Cadimino and then used it on a trailer. I shot it out of a Wanner Power Painter, I imagine using a brush it would be quite thin.
Wear a respirator or use in a well ventilated area, if using it outside, have a fan blowing it away. I get a strong whiff of muriatic acid. But it worked quite well.
