I've got the 16" touring wheels Dusterbd13 is referencing here... that he included with the Prius I bought from him. I started stripping paint off one of them, and got sidetracked. If you decide they're "just the right thing", I'll drop them by the next time I'm out in the mid-west.
If NoCones decides he doesn't want the 16" Touring wheels, I'd be interested in buying them from you. I've been casually looking for a set of 16" rims for my Prius.

I am not sure. It does look likely that I will have to run lower seats. The panhard window sills are fairly low. The roof / greenhouse is fairly tall but I don't thik it will work with the prius stock seats in their stock locations.
I will consider the 16" rims. IF indyguy is iterested sounds like it's value add to bring them to the midwest sometime no matter what if you aren't using them sleepy.
I took the prius remains to the scrapyard. 450lbs of steel tossed. Which is.. less then I thought it would be. That means the remaining Prius is still 2400lbs!!
As alluded to by IndyGuy challenges have been identified.
I've been hesitant to post about it because I know many are excited by this one but it's not going to work.
This is the hood as Low* as I can get it. The corner of the hood is ~17.5" to the bottom of the sill, 18" to the bottom of the pinch weld. It is currently resting on things.
This is the same spot on the Panhard body. It is 13". Allowing ~.5" for panel gap the Panhard sill would be 4" above the pinchweld on the Prius. That's.. a lot
*I could get the hood lower. There is approximately 2.5" of clearance to immoveable things (strut towers) and 3" to really immoveable things (head). To get there the entire Prius would have to be re-engineered. HVAC, Electrical routing and modules, Fuse block locations, Radiator and overflow tank, steering column.. it would become Binky levels of engineering.
That wasn't the plan or idea. The Prius was away to update the drivetrain without any engineering other then sheet metal work. To move forward with Prius/Panhard looking like a stock Panhard would require that level of engineering.
The next step was going to be to cut the Panhard body which I have yet to do. Those cuts would include removing the firewall with VIN tag which become kinda irreversible. I'm not willing to do that for an idea that I won't like the result.
The reality is someone who is okay with the idea of tall sills could make this work. The Panhard might not look to bad with taller sill extensions. But I can't/won't do it. The hood fits and shows that the Panhard width is fine it's all a height issue.
So where does that leave me. I have 3 routes forward.
1. Abandon ship.. like completely. Sell the clean title Panhard and Prius to someone who knows what they are getting into.
2. Sell the Prius as a roller skate (runs, drives, has warning for something but still works, is rust free and emissions and mechanically intact just missing all exterior panels) and keep the Panhard around looking for another possible hat base (knowing more about sizing I may be able to pick better)
3. Harvest some parts off the Prius that render it in operative but could become Panhard parts (rear axle, front suspension maybe, steering system, HVAC system) and plan to do more of a drivetrain swap in the Panhard (probably Subaru EJ22 which I have several of).
But realistically this one is fun car number 5 around here. I probably should just let it go. I will post a separate for sale thread.. but..
I would entertain offers on any parts of it.
Prius: I'm into for $1k. It has a salvage title and obviously ain't going back on the road as a Prius. I would like to get as close to that as possible for what's left but understand that it is not entirely likely. I don't fancy parting it out so I would like someone to take the whole thing.
Panhard: This is a bit harder. It changed hands previously for stupid cheap but then Angry and I went through the pain and expensive of transferring the title to him and then to me. It has no drivetrain, incomplete interior, and rusty floor but good glass. I would like to see $750 to cover all the costs I've put into it.
I probably would make a deal on both.
I also could be convinced to sell the Panhard with a complete or multiple complete EJ22s with a transmission ECM and wiring.
I'm disappointed too but sometimes you just gotta admit it's not working. I got to cut up a Prius which was fun and worth the time and effort just as a silly activity. I'm really sorry for people who hoped to see this one through. I just know I won't be satisfied with the outcome and need to change direction on it. When thinking about how much work will be required and then putting it in the fleet when done it just doesn't make sense to do right now. If it doesn't sell it will sit under the Autobianchi (which probably will be available also) until I decide what to do with it.
funnily enough, I was having a conversation ~two weeks ago with a GridLife honcho about chop-top VIN'd cars... since I'd hoped they'd slot into SuperUnlimited; but they felt they'd drop into "Unlimited".

You definitely have a lot of projects on your plate, but the Panhard didn't seem to be in your way up on the shelf? I'd say hang on to it another year or so & see where your thoughts/feelings are then.

It isn't really in my way but lately I have realized with horror that all these projects exist but someday they might actually get finished. And then I would have 8! Toy cars. That's. . A lot. And when I make the list of "keepers" it goes MG>LMP360>360Van>Willy's Truck>Panhard>Autobianchi>VFR800
The cut line really needs to go on either side of the Willy's. I could actually Finish the others instead of getting everything to almost done and moving on.
I think it would look quite good with the hood in present position. It wont look as much higher as the measurements indicate because the Prius started out with much less ground clearance. Will it be a little taller than original? Yes. It will measure a lot more than it will look though. Contemplate the vertical relationship between the wheel centers and the bumper and door openings of the Panhard, it isn't as much as you measure.
If I had time and place I would do this one, just 'cause I like the look, but I wouldn't want it for a keeper cause wrong wheel drive.

It wasn't completely unexpected about the height. Looking back at your overlay of the two profiles:
I agree with TurnerX19. I think you could get creative with the paint scheme to minimize the visual affect of the lower seal. Additionally, moving the bumpers down an inch or two would really help it out too.
I hope you contemplate it a bit more and continue forward.

NoCones, now that some time has passed, are you still of the same opinion that this isn't something you're going to complete? If so, perhaps post a for sale ad here on the forum to get some more eyes on it & hopefully someone will adopt it as their own. I'd really like to see this one get completed.
