It says body rough. Looke pretty sweet to me. Lots of these old military vehicles sell pretty cheap, but I'm not too familar with the command cars.
Rough? He!!, it's still in one piece! The back half usually got torched off and thrown away. Command cars and Ambulances got turned into pickup trucks that way.
Hmmm . . . wonder how much he wants for the armored car with the mounted M2 in the background?
