2005 Mazda3 Hatchback, SE PA, $500, can you weld?

Based on the price you probably know there's a story.  Failed inspection, rust in one of the underfloor rails.  Rust on both rear wheel arches and front door lower seams.  Engine likes oil, about 1 qt per 1000 mi.  Replaced PCV valve but did not fix it.  Perhaps if this oil had made it to the sheet metal I wouldn't have this problem.  There are some good parts though, front pads and rotors in 2017, rear pads and rotors in 2019, new MAF sensor 2019, both rear trailing arm bushings 2019, fixed cracked fuel pump lock ring 2018.  Koni STR.T 2015 although I was told one was leaking at the failed inspection. Manual transmission.  145,000 mi. Would love to see it turn into a Lemons car for someone but a parts car is fine too.  Fix it and drive it even.

If Don doesn't get it I might try to work something out. I assume its driving fine, sans inspection? I have to drive it to Richmond va. I need better gas mileage, and like the price!

I plan to pick it up next weekend, the good Lord willing and the creek don't rise!
