OBD does not recognize the O2 sensors.
Trying to pass NC Emissions testing for 1st Time
We have reloaded the stick tune into the ECU.
Driven several hundred miles as sugested by the Tuner Tech Gurus
Ran at 40 MPH for 5 minutes straight.
Nothing seems to work. Yes, we tried another ODB Reader
Next step is replace all 4 O2s.
If that does not work, will have to try and get an emissions waiver.
Any thoughts?

What does OBD does not recognize 02's mean?
It is incredibly unlikely you have 4 bad 02 sensors. Even if the tune turned off the rear 02's you would still need the front 02s for your car to run at all.
Are you seeing a CEL? If so, what is it?
The first post in the thread linked below was made by "Doug" who I believe was connected to "Bama" tunes which I think is the company that provided the tunes for the car (maybe Ed can confirm). It looks like you are doing the things he suggested. I agree with FMongo that (4) bad sensors is pretty unlikely.

That is strange thing. There are no CEL messages.
The car runs great, does all the things that it was advertised to do.
Two different OBD Readers do not see the O2 sensors as being active.
Really don't want to spend $700 +/- for 4 O2 sensors and another $500 for a reman ECU.

Still need some clarity on what you mean by not seeing the sensors as being active. Are the readiness monitors not set? Do they not show up in the data stream at all? Are they in the stream but the values don't make sense?

When we take it to get the inspection we get the
O2 Monitor Not Ready
02 Heat Monitor Not Ready
and one other.
Thought maybe the tune turned them into ghost mode but that is no the case.
I have read that putting the stock air in take may help this.

Sorry, no thoughts on what might be causing the issue or how to resolve it. I swapped between the provided tunes a couple of times but never restored the stock tune. The tuner and tunes were bought by the previous owner and I don't have details beyond it being set up for various octanes of pump gas and it tuning for a cold air intake and axle back exhaust.
I had a tuner go bad on my '06 which caused the car to go full limp mode after racetrack use longer than 45 seconds. may have to get a new tuner and redo it all.

We have 4 new O2 Sensors and a local Autozone has a Reman ECU
Might be te quickest way to get resolution for inspection before the Tag expires on 30 April.

I bought this S197 used, from a Ford dealer next county over. Stock except for Flowmaster axle backs and the Hurst shifter. It had a current emission sticker. My county does not require emissions so I never had to have it tested before or after any mods or tune.
Bought the BAMA tuner from American Muscle. Answer their 20 questions and any mods, got the tuner programmed to my mods and installed w/o any problems. Only mods I specified were the CAI and axle backs. I tried the three levels of tunes w/ octanes. I liked them all for different reasons but settled on the street/ performance for a DD. Never went back to factory tune after that. I don't have any info here on the car anymore, that all went w/ the sale.
Tune was able to update via email and download for further mods such as headers, mid-pipes, cams, throttle body etc. which I never did. Don't know if Barry modded the car any further or had to have it emission tested.

Went to ford today and got a new engine harness. Installed it this evening and all monitors are ready!!
I have an appointment first thing in the morning to get this taken care of it.
Just to close the loop so you have accurate records as you go forward. The modifications Ed listed (CAI and axle back exhaust) were not changed or added to during my ownership. My mods were limited to the camber/caster plates, rear sway bar, and lower control arm relocation brackets.
Glad you got it sorted out.
I am having challenges accept the fact that a front engine harness was causing all O2 not to register

That was interesting that it didn't throw any codes but with all four not ready I was thinking a common wire issue or something unplugged, but I felt like that should give a CEL so I didn't say anything. Glad that worked out.

It was a weird one but we did pass today. 93 Octane tune thrown back on after inspection also.

With the bama tuner did you go ahead and do the life time membership for the free tunes?
If so is there a way to get them transferred?
How did you identify the harness being the culprit? Did you try that before replacing sensors and ECU?

I bought the BAMA tuner from American Muscle. Logged into my account/ purchases, and found BAMA tuner w/ Free Tunes For Life included in the purchase of the tuner in the order details. Called the their tuner line but was on hold for the longest time.
I'll try customer service later to see if/ how they are transferrable.
