I've seen more than one of these (sadly) and wonder if it's some kind of body kit for your Thunderbird. To each his or her own I guess.

Growing up in Southwest Florida, I have also seen way too many of these. I can also confirm that there is a company that makes the kits:
I have seen them before too. It's a strange deal because from some angles it looks pretty decent, but that side view is a mess. I'm not sure if it could look better if the bump strip was gone and different wheels and tinted windows? It will never look like a beautiful 50 Merc but it can probably look a little better than that pic makes it look.
