Are there any legal ramifications for someone who buys a car like this to part out when the seller doesn't have a title due to that situation?

If the police had reason to look for it at your property (even as a side investigation of some non-affiliated event) I'm sure the minimum penalty would be forfeiture and you could be charged with possession of stolen property or whatever they call it in your jurisdiction. So if one was already having a bad day and told the nice officer to bend over and perform a sexual act, jail could become a possibility...
I'm not up for this one since the Mercedes is still weeks or months away from being fully torn down and off the lift. I'm not up for having a car on deck when one's already being taken apart.
But if I was, I would have to clarify the title situation. I could give a crap about having a title, but I am sure that selling used parts off a car with a loan on it would be illegal and I have no interest in that.
I doubt the car is stolen. Seems more likely they lost the title and don't know the process to get a replacement (which is super simple, but daunting for some people) or owe on the car and don't care to pay it off. The latter situation is a no-go for me. The former, a bill of sale would be enough.

I think the latter situation would define the car as stolen considering the possessor didn't own it free & clear due to a lien on the title and they sold it without satisfying the lien...

There’s a difference between the two but I’m not interested in getting involved in either one.
Yeah no touch. I see lots of “no title, got title loan not going to pay it i owe $500 if you want to get title” around here. I bought one that was defaulted before i knew better, and had to chop it up to make it go away.

I don’t even mind the chop up at the end, it’s the risk of the knock on the door from the police due to selling thousands of dollars in parts from it I’d fear!
I don't think it's a shady deal. It doesn't run, the interior is trashed, got a few dents, etc. They probably just lost the paper; the clues tend to indicate someone with less than stellar organizational abilities. Get the VIN and run it through CarFax.
If I was local to that, I'd have to give it serious thought. For me, it would cost nearly as much as the asking to get it transported across the country. I've seen Gen3 MR2's in similar condition out here for less than that. YMMV...
