Nothing because with the air cleaner like that the engine is full of water and rusted solid from rain wicking down the threads of the air cleaner stud

In CT it's a roll of the dice. No title required on vehicles older than 10 years. So as long as the title (wherever it is) isn't salvage, stolen, or have a lien on it its all good.
