Have you looked into Maine tags? It's the best way to go for most trailers. I live in Pennsylvania and talk about a PIA inspection every year.

Maine still requires a VIN assignment, and if I'm going to deal with that, I'm already 2/3rd of the way to just titling it and registering it in Virginia (where I can get permanent "forever" plates for like $60.....)
This project won't have to get annual inspections, as it will be a single-axle (my twin-axle car hauler gets inspected every year, but it's not a big deal, it always passes in 5 minutes since it's not some POS landscaping trailer like they usually inspect lol).
Whether home built or with a Title, you still have to go through DMV. How "cumbersome" is the home built process? Grab anyone's landscape trailer, drive to a scrap yard, get a weigh ticket and go to DMV.

In Virginia:
1. Have to go to DMV and get the VIN tag (and pay for it)
2. Have to arrange for a state police trooper to come verify it (installed permanently on the trailer), and sign a form certifying it
3. Have to go back to DMV with the verification to get it titled/plated
It's not that I can't do that stuff, but in these days of COVID, the DMV here in Virginia (at least last I checked) requires appointments made weeks/months in advance, and I have no idea of the status of whether the police are doing in-person inspections. In a normal year, I would just go through the process. And I will still do that process if I need to, but figured I'd throw this request out there, because to be perfectly honest, my time is more valuable to me than a hundred bucks or whatever.
Almost have the perfect trailer, it's a 20 foot 1998 US Cargo 7,000 lbs Steel Deck beavertail trailer. Parked it in a field when I got my 24 foot enclosed trailer about 7 years ago. It was decent then, but probably a crumbling mess (with a title) now. It's in the Detroit, Michigan area, if you're interested.
Make the trailer you want, let me know when you're ready. In NYS all I need is a weigh ticket (junkyard or scrap metal place) go to DMV and Register it. They mail me a Title in 6-8 weeks; or reach out to me 6-8 weeks before completion, transfer Title to Va.

Transferring one from another State involves all that too? If not, make the trailer you want, let me know when you're ready.

Yeah, in the end I just mailed off the form so maybe in 4-6 weeks I'll get a VIN plate that way, then have to get the inspection and figure I'll pre-schedule a DMV appointment in a couple months, since I figure I won't have this trailer done for a while. I didn't realize i could mail away for a VIN plate, so that makes it easier.
