Impound auction.
I haven't been on the DC lot in a while but about a year or so ago they stopped issuing titles for impounded cars. Then sorta started again. I can't be bothered to check the other offerings right now but what the heck is a 'Demolisher Certificate?'

OMG the Porker went for under a $1,000! 
Sheeit they got 165 cars right now and the price leader is a Camry.

I assume it means, if you buy this car you agree that it had better never drive on public roads again. (Meaning, you intend to crush it, use it for yard art, race it, turn it into a boat, but you can't register it.)
It sounds the easy button for them. Seems it would be easy for them to get a title through a storage/ fine lien. I guess somebody would actually have to do something.

that sounds the most plausible explanation. Cut services but charge the same. Works beautifully for inspections. Emissions only in DC. Same fees. Probably the same number of employees on the govt. dole. Lines are practically non-existant after the initial opening rush. Win win win. One of these days I'll head down to the impound on viewing day to ask someone. That's assuming I'll even get a satisfactory answer.
It does seem like a great hunting ground for challenge/track rats. Because I'm telling you we're never gonna run out of people getting their cars impounded in DC.
Whether it's the summer crowds, the three day weekend crowds or the occasional snow-storm grab bag.

That's my take on it, too. Here's a choice snippet of South Carolina's version of it: S.C. Code § 56-5-5670 from case text
After the vehicle has been demolished, processed, or changed so that the vehicle physically is no longer a vehicle, the demolisher or secondary metals recycler shall surrender the certificate of title to the Department of Motor Vehicles for cancellation.
Well another crap can got abandoned outside our front door - yay SE! Actually nice rims that I'd be tempted to larceny. 
I talked to the guy putting the tow sticker on it and he said it'll probably sit there for another few weeks as the Impound Lot is so full from DC not issuing titles anymore. Come to think of it I see an awful lot of fire trained on vehicles - that must be what they're using some of the ones they can't shift for.
He had no idea why there suddenly a titling problem after years/decades of none.
It's got to be lowering the auction take so hopefully it'll get sorted but in this town I'm thinking there's lawyers involved.
Probably got bored scheming how to charge interest on interest.

I often think of asking my tow truck buddy if we could “clear” another state’s certificate of destruction this way, but I don’t want to get him into trouble doing fishy things
