Ugh. It's one of the private commercial (read: for profit) liquidation accounts. Non-governmental. I don't know why Govdeals does that it's diluting the site and about to make it worthless. Any of the "liquidity services" sellers or the like are not actually a surplus operation they're more like a Copart or even more markup oriented.
