I like all of that except the no title part. I see that all the time lately, not sure how you move forward from that now that VT doesn't do the title thing
In NY I've gotten paperwork on pre-1973 motorcycles but don't know if I can do it with cars. Maybe GRMers from other States could comment on how hard - easy it may be there.

In CO you can get a bond title. Never done it myself but I've had it suggested to me by someone who has done it a few times.

If that was one of my exwives car and one of them left it for me. I would drive the car like crazy. Renew the plates and insurance and drive it. Cars and Coffee meets,car shows etc.

I did this in Co in the late 90s. Rough, tons of temp plates, paperwork, not being sure if it all would work out or not, etc. I was on my last temp plates when it finally went through. Doable, but I can't recommend. YRMV.
