Rough frame means, needs to be replaced. The dissimilar metals means corrosion occurs where the 2 pieces meet and usually the only good remedy is a new frame. About $2k and a lot of hours. A lot of Series LRs need this at least once in their lives so not a surprise. Looks good otherwise but a lot of hidden work.
The frame doesn't suffer so much from the galvanic corrosion, they just plain rust. Same with the bulkhead - you can see some ugly at the door hinges. Since the body panels are aluminum, a lot of people get taken by surprise as to just how rusty their truck is. This seller is also looking at it from a NY point of view, which means it's basically ready to fall apart. This one's going to want some serious attention.
I changed the frame on mine a few years back. Not that bad a job, really, it was almost all done over a weekend.
