I'm going to guess, NO. Since The picture showing the back doesn't even have any change / reinforcement to the floor.

 

I just saw one similar to this posted in the northeast somewhere and same thing I wouldn't trust strength and driving dynamics of putting 4000 pounds behind the rear axle.

I think something is distorted in those pics. I've never seen a bus with an overhang as long as that one seems to be, and I doubt they stretched it. 
 

The pic from the front looks like the rear overhang is kinda normal- maybe 6-8 feet. 
 

If that was a 50 passenger bus, it would have been originally designed for about 8000 lbs of passengers, so I don't think the weight is actually a problem (although the weight distribution might be). If that was a 74 passenger bus, the capacity is more.

Tow truck calls for something this size ain't cheap!  

You'd need to be the right guy, with the right skills and the right amount of room to make something like this viable (which you might be) but the market otherwise is small
