Beats me, but if I were to give a WAG, I'd say it looks like something designed to use VW Bug running gear and suspension.

I don't know ... if you cut out the front middle step thing and just show off a cool engine there I think a lot of the ugly would go away. Unfortunately I see a $200 body and a $100 frame.

Not a single compound curve on that body. Be like a woman with square tits.

The more I look at it, I really get the feeling that body was designed to go onto a Bug floor pan - the odd protrusions on the inside of the front fenders look like clearance for the Bug front suspension uprights. I'm not sure the frame is really meant for the body, although may have been purchased with that intent. There doesn't appear to be enough room in the front of the body nose for the center tunnel of the frame.

Never ran into a set of woman's tits that I didn't like.
I agree that it looks a bit 917ish with the designer being pretty high by the looks of it.
Frame looks like a 7-esque one, which the ad kinda mentions.

The Chevron B series, late teens through 30s, didn't have much in the way of compound curves aside from ture bulges, but I find them to me good looking, form a no-nonsense, Form/Function kind a look. (B23 shown)
The area for headlights and the step-down in the center hurt this one, but I think a windshield, roll bar, front splitter, the right paint job could make it work...
Not convinced that the body and frame are meant to go together. Matter of fact, if I read the add, it seems that the two are unrelated.
For sale vintage race car body and lotus frame.
I've got it. Cut it the middle and put a beautiful engine in there.
But leave the two indentions to the sides for twin turbos. Now I just need to wait several years for them to get off their crack pipe price.
I with the body is for a VW and frame is some kind of Se7en crowd. I t think it's awful, but would need some kind of Frunk treatment to fix the weirdness going on. My first thought was some kind of 917/30 replica.
Real thing
GRM single curve Challenge version.
Oh yes, and square tits.
