You WILL get a better deal than that but you will have to wait until fall. It's top dollar season right now. If you are patient, something along these lines will fall into your lap in the 16k-19k range with some spares or extra wheels.

I'm in north Atlanta and I have a E36 M3 that is well into the beater stage that my wife wants me to pass on (we have four cars). I bought it to do the occasional track day and autocross, but it has also become my DD while my Miata project is off the road. Message me if you'd like more info.
I have a 93 323 2 door with a suspect engine/automatic and a 1998 M3 drivetrain that I was going to swap into it along with all of the other M3 goodies, numerous sets of wheels, lots of M3 parts and pieces (interior, etc.) to sell off looking for $4500 for everything. I'm near Cincinnati.
