I know it doesn't help the OP as the treadwear rating is too low but the Nankang AR-1 is available in 13" sizes, it looks like PMCtire in Canada has stock on a few options right now.

Got a quote at the same $60 a tire. Going to see how the test goes in 2 weeks and make our final call.
With that shipping rate (and customs duties), it is a pretty comparable price for the Nankangs from the UK vs. 15" tires which I'd have to buy wheels for. (Yes, I know we can resell them if we go in a different direction)
I've got a buddy that races the Nankang AR1's in SCCA and he says they are way fast. DOT rated but 100tw.

So I ordered some a052's in 185/60r13. Shipping is a bit rough but overall it's not bad for a set of great tires.

Do keep an eye out for a good affordable set of 15s, because running 13s might be the cheaper option in the short term, but it's a game of musical chairs you won't win in the long term. Even the tire selection with 15s is starting to dry up now (possibly before 16s which is surprising), but there are way more options than with 13s.
