That is not a "certain fact." That is based on your experience but not the law.
Unfortunately I've also known a person who tried to run a PA title through NJ and met with the same result that I did here in WV. As I said before, it sure is possible you can get them through, and it probably doesn't hurt to try, but you can't count on them letting them through.

I've sold vehicles from Maryland (non-notary) to PA without any issues. These are to friends and such, so I've seen the cars with their PA tags on them.

As for your scenario, you might do well to have an intermediary title. As in sell it to a friend in some non-notary state, then buy it back from them. If your wife has to be seated in the car in the parking lot in order to sign the paper, so be it.

It seems to pretty much come down to the notary, from what I am gathering. some are more by the books, and some are not. Time to ask around if any of my friends know any "gray" notaries.....

but first: I need to get this maryland car all registered and such. (yay miata)

Not true. I do it all the time. All I need is the sellers signature on the title and a bill of sale. No notary required to bring a PA title into this non-notary state.
