NA volvo 700 came up for the right price locally if it's as simple of a fix as I think it is... has a 5sp manual trans... as per the add the 5th gear doesn't work R and 1-4 work fine...
I couldn't recall is the 5th gear on the 700s an electric OD like it is on the 200's or is it a more typical 5th gear?

Depends on the year. The later cars got a proper 5 speed, bt I don't remember when.
My '86 (albeit turbo) has the electric 5th gear (button on top of the shifter knob). That's about all I know about it because I haven't actually completed fixing it and driven it yet...

Turbos all got the M46 4spd+OD. NA cars started to get the M47 true 5spd in the late 80's. I don't think there was a firm dividing line.
If the ad claims R, 1-4 work, it's most likely an OD tranny. The fix could be as easy as reconnecting the solenoid wire, or as complicated as rebuilding the OD with new piston seals (ain't that hard.)

USUALLY a new O/D button switch cures it. I tracked a 745 Turbo wagon for years: it was hilarious and quick. Wonky things like the OD switch and tail-lights that broke malevolently bugged me so I went back to E30 Bimmers.
