Ok, I'm sure this has been covered, but I don't even know where to begin to know how to search.
I love the sound of a high revving N/A engine. 8000 RPM is sort of arbitrary, but what sports cars out there rev that high- sort of in the market for something "neat" that sings.

My revs drop down to 8k on the 3-4 shift, when I had the fun engine in my car
edit: There were some Kei-class cars in the 80s and 90s that had 9k+ redlines. 660cc displacement limit and a 65hp rated power limit. Nowadays they seem to make do with three cylinder engines and turbochargers carefully controlled to make 65hp over as broad a range as possible. In the 80s, the horsepower limit was more of a theoretical problem than it was something they had to engineer an artificial power limit to.
CA18det out of a first gen JDM 180sx is 8500 rpm stock. Cams drop off way before that though

My 1990 Infiniti Q45 is a 4.5L engine with 32 valves, 4 cams and vtec. It's factory red line is 6,900 but my altered ecu runs it all the way to 7,400 (premium required.)
It sings a sweet tune.

All I can think of when I hear a car engine at 8000 rpm is just how long it will last and just how bad it's going to be when something lets go.
I guess that's the pessimist in me.

The 4v 4.6 I am putting in the Tbird is similar. I should probably consider upgrading valve springs before I zing it too hard/often

If you've got deep pockets the Ferrari 458 Italia will spin to 8k and sounds amazing doing it. The Porsche GT3 is another amazing sounding engine that loves to rev.
4V Mustang Cobra's from 96-01 and the 03-04 Mach 1 can rev to 8K reliably with just a tune and sound the business.
Modern 4V 5.0 gets sort of close, 7500 IIRC?
The 5.2 in the GT-350 definitely does and sounds glorious! (flat-plane)

The Fiats from the 70s and 80s can all hit 8k easily. They are scary smooth at those engine speeds too
I think the SR20s can get there with some minor mods.
I read somewhere that an SBC will rev super high with simple mods. And it'll pair with a th350 that you already have a bunch of money into. I'm just some guy on the internet though.
2009 nc miata's turn 7500 (at least mine does). Rpms cost money. What you really want is an engine you can easily beef up to sustain 8k. Valve springs get you there. Cams are needed to put the power there.

The Ferrari 328 is 7700, I think the 348 is 8K. The F355 is 8500. Purchase price on those is a lot lower than a 458, although maintenance is another issue. :)
The Honda S600 redlines at 9500 rpm.
Only made like 65hp though.
You could always buy an Ariel Atom V8 500...
Redline is at 10,600 rpm, peak torque occurs at 7,750. It also weighs just over 1200lbs.
