I have heard of this problem before, and today's tire swap(snows to summers) reinforced it. A quick search online points to an aggressive factory alignment for improved handling that wears the rear tires.

Aside from being better about tire rotations, what can I do about this?

I've read that toe adjustments in the rear wear out tires fast. You can have a shop make it less aggressive, or have a neutral toe position for even tire wear.

yeah .. have an alignment shop (that will go outside of OEM spec) move the rear toe back to zero

There was a TSB/recall on the early 8th gen cars to address poorly designed rear control arms that led to increased toe and camber. The later cars got the redesigned control arms, from what I understand. My dad had a 2006 with the same problem that I inherited. I sold it on before replacing the control arms (needed cash fast).

'09 was the mid gen refresh, so it should have the updated rear. The part that I realized that has me concerned is rear wear was even for the first year(ie. less than the front) but noticeably more this past year.

An alignment is on my list in the next few weeks.

On my '09, my winter tires wear funny on the back, but 3 pairs of summers have all worn perfectly. Camber and toe are in spec.

Updated control arms have a big 'C' stamped on them. Camber is not adjustable, rear toe is surprisingly simple.
