This is an E30 I'm going to go look at locally. It includes a lot of goodies, but it doesn't run - current owner tells me that the '91 engine swap has not completely been finished, and that the engine harness is run under the dash "but a few things are different down there, plugs and stuff, and I just haven't had the time". I got my Brat for a steal in a similar circumstance; how hard could it possibly be? Anyone with E30 knowledge able to shed some light on the "differences"?

Should be easy to get it going....the engine harness is pretty modular with the chassis harness. It sorta....plugs in, not much to it. There are a few differences from 87 to 91 but not much. I think the price seems a bit high for not running tho...
You can find decent running ones for that much.
I think the problems he's running into are a few connections missing from the C101 plug on the earlier cars. They went through a separate smaller harness (only like 3 connections if IIRC) over by the glove box.
Some searching on www.r3vlimited.com or www.e30tech.com should be able to answer your questions.
But a non-running E30? $500 if its clean. Unless this car is just sitting there with Mtech II or BBS RS bits and such madness.
