He DID mention he wished it had A/C. Leads me to believe that whatever it is, he's outdoors on it for a long period of time. A riding mower might be a candidate, but it's not gonna need a chrome tail pipe. I was initially thinking Vino/Ruckus/Whatever that was small... and that could still be possible. Streetable could either mean A- it won't pass regs (IE a E36 M3 alignment) or B- it's not street legal. Apparently it needed Tax Title and Liscense, which pretty much throws a gokart out of the mix, or most types of ATVs..... though I know you CAN register them in MN if you plan on taking them off property. A bike would make the most sense in this event.... what sorta honda has two dents in the side (Assuming that it wasn't an accidental dent, and it was a design choice by Honda).

You have all performed wisely. I'll post a couple more clues, then photos this afternoon. Nobody has guessed correctly yet.
1 - It has traditional handlebars and is driven by a chain, but its not a bike or ATV.
2 - You are correct that it is not a road vehicle. The "$75 including TTL" simply meant that TTL cost $0 since it is not required for this item.
3 - The rear axle has wheels, but no tires, and that's how its supposed to be.
4 - When operating properly, its top speed is about 3 inches/minute, depending on track conditions

Nope, actual accidental dents... complete with rust.
Makes me suspect grounds equipment. Like a tiller or snowblower. Both of which Honda makes. That top speed though, both go faster than 3 inches per minute.

Honda Generator?
I am going to guess it's some kind of device used for either drying a track, cleaning up an oil spill, repairing damage to asphalt....that type of thing. Like what they use at drag strips when a car takes a dump at the line. What else would/could move that slow?
"Track speed" and "wheels without tires" makes me think it's some sort of rail-based conveyance, especially since the "drive" wheels would be the ones without tires.
Failing that, is it amphibious?
Aeration as a "convenient side effect" certainly lends credence to the rototiller guess. The rear axle having wheels but no tires could be interpreted that way, for the tines.
I think the biggest issues with the rototiller are the speed, and the "rear wheel drive". Those rear wheels are driven, but the don't drive the rototiller. Those are both a stretch, and even calling the tines "wheels" seems a little iffy...
Fine, I'm putting my goose egg in the rototiller basket. I won't be disappointed to be wrong, 'cause the answer will be entertainingly weird...

Added a chrome pipe and painted it black for fun. Sounds like something i'd do fer fun too. I don't suspect it's a rototiller tho.... those move a helluva lot faster than 3in/min.
I suppose it could be an edger/trencher, but damn, those probably move faster than 3in/min too.
