Just save it and open it in a program where you can blow it up.
No good tattoo artist needs a high quality picture to go by. Just do what I wrote above and they'll be good.

It is blurry if you blow it up too big but I can tell you for certain that even on my iPhone there's enough detail for me to design a tattoo from it.
He'll, just bring your phone into the shop and ask the artists what they think.
A decent artist could draw up a tattoo from a postage stamp.

The keys words here are "decent artist", for every good artist there are 10 other bad ones.
Just be sure you are happy with the artists other work, that is something at least.
My brother works a tattoo shop and I always try to throw business his way when the topic comes up in my cab. This results in having to comment on a lot of really bad tattoos A LOT. I had no idea there were so many bad shops out there, and people working out of their houses and stuff.
Oh and don't base your decision of which shop based on price...There is one guy I met that has his own shop and is also a trucker (which should also give you another hint). "home of the free tattoo" it says on his sign...he has some worst ink work I have seen in my life, horrible
In reply to jere: Agreed on looking for the right artist BEFORE committing.
But another point I'd like to make is that while that baby portrait sucks, don't base your decision on portraits unless that's what you're getting.
I can paint watercolor flowers good enough to be in exhibits but that pic you posted makes my portraits look goooooood!

it's gonna be a tattoo... it's gonna be kind of blurry, anyways... and in a few years it will get stretched out in weird ways..
